https://www.openstreetmap.org/way/8656842/history maxspeed:type=FR:urban but maxspeed does not equal 50 - what is going on here? Is nmaxspeed:type=FR:urban wrong? Is maxspeed wrong? Maybe both are wrong?

Urban maxspeed is 30 kmh in Toulouse Metropole except if there is a 50 sign or painted on road. At this location, there is no 50 sign.

Is Toulouse Metropole a signed 30 km/h zone or have they passed legislation to have different default urban speed limit? In either case maxspeed:type=FR:urban would be wrong

They passed a local legislation, like several other cities in France. See https://www.ladepeche.fr/2023/12/05/toulouse-a-30-kmheure-tout-ce-qui-change-11620531.php and https://data.toulouse-metropole.fr/explore/dataset/zones-30/ . But regarding the national "Code de la Route", urban maxspeed is still 50.

is that zone signed by zone 30 signs?

Mostly road markings, but I can confirm that the speed limit in that area is indeed 30.

Hi, I wanted to clarify a few things - The "ville 30" (30km/h city) signaling is done with a "zone 30" sign at every entry of the city. It is therefore a "zone 30", just city-wide and with exceptions on a few main streets. You can see a picture of the entrance of a "ville 30" there : https://www.cerema.fr/fr/actualites/ville-30-enjeux-benefices and a picture of the "50" road paintings here : https://www.cerema.fr/fr/actualites/ville-30-kmh-signalisation-s-adapte-faciliter-sa-mise-oeuvre - In most of France, the commune (city administration) and not the intercommunal structure decides the speed limits. Here, the city of Toulouse and not Toulouse Métropole is a "ville 30". Other suburban cities of Toulouse Métropole also became "ville 30" recently, but not all of it. I Hope that clarifies your question?

so maxspeed:type=FR:urban here is wrong and should be removed, right?

Yes ! The default urban speed is still 50 in France, this is basically just a big "zone 30".
