It is therefore a "zone 30", just city-wide and with exceptions on a few main streets. You can see a picture of the entrance of a "ville 30" there : https://www.cerema.fr/fr/actualites/ville-30-enjeux-benefices and a picture of the "50" road paintings here : https://www.cerema.fr/fr/actualites/ville-30-kmh-signalisation-s-adapte-faciliter-sa-mise-oeuvre - In most of France, the commune (city administration) and not the intercommunal structure decides the speed limits. Here, the city of Toulouse and not Toulouse Métropole is a "ville 30". Other suburban cities of Toulouse Métropole also became "ville 30" recently, but not all of it.
