♦910		Fixing the tags would be mostly possible. Untangling level relations may take more effort, but might be armchair-mappable. Biggest concern are the exterior windows which are not even connected to building exterior, don't contain building level information while other windows are (accidentally) connected to rooms on different floor. Actual exterior window mapping may need in-person surveying. Also note how adjacent rooms are independent ways not connected to each other. While this may give info about wall width, that's still rather incorrect mapping. This mapping looks like student project involving precision measurement equipment. Recommending to request building evacuation plans from university and try to readjust all rooms etc. Highly likely that some interior may have changed over past decade.

For example, https://www.openstreetmap.org/way/496374145 is connected to elevated pedestrian area Arenatorget, while at same time it also passes underneath 3Arena building. Next to it is stairs https://www.openstreetmap.org/way/266794901 which is probably meant to connect two levels, but it's one end is connected to cycleway and ped.area, while other end isn't connected to anything. There are few more stairs around 50m to west, where similar issue exists.

♦318		THL is the Finnish Institute for Health and Welfare, and they only do research. They are not a hospital nor a clinic. The node you point to houses healthcare for prisoners, and as such is not accessible to the general public. So I'd say landuse=civic fits the bill. Perhaps I should add THL's website to the polygon.

Considering there's already https://www.openstreetmap.org/node/11438211295 then i don't think it would be appropriate to also add URL to way 77886646 as this would violate one feature rule. If majority of complex is THL, then better variant could be moving tags from the node to the way? PS. Landuse=civic seems to be obsoleted by landuse=civic_admin.
