Other than the "Baylands Bike Path" sign, there is no other signage that states that the path is only for bikes or otherwise forbids pedestrians, nor are there any obstacles to convey this intent. I think the "Baylands Bike Path" sign is only there to convey the name of the path. I will set this path to a shared cycle and foot path.

It seems like https://wiki.openstreetmap.org/wiki/Lanes provides the most relevant reason to map this as a separate way, when an HOV lane is concerned: "If one or more lanes of the road are restricted to high-occupancy vehicles (typically vehicles with 2+ occupants, although this varies by jurisdiction). Most useful if entrance/egress is permitted at any point along the route; if entering or exiting the HOV lane(s) is only permitted at certain locations, modeling the HOV lane(s) as separate ways is preferable." However, OsmAnd still tells drivers to "turn right onto Exit 12A", the exit onto Mission Boulevard, rather than continuing along I-880 when the route actually continues along the freeway. I suspect that the reason is due to this fork in the road, causing OsmAnd to identify the regular, right-side lanes of 880 as "Exit 12A".

The issue seems to be that OsmAnd directs drivers to stick to the 2 right lanes, which are bound for Mission Boulevard, even when drivers want to stick with I-880. The issue seems to be that the navigation logic thinks drivers want to slide right, so they do not enter onto the HOV lane, even though there are 3 regular, straightaway lanes. Since the 2 right lanes do not yet have right-turn indication before this point, I modified the turn:lane property so that all the lanes are set to "none". I expect that this should improve navigation. I will check later once this change is propagated.

OsmAnd recognizes that the ramp is not a substantial fork in the road that drivers have to consciously pick a side (left vs. right). Strangely, it still says to keep left on I-880N when it comes to the point where the HOV lane is separated from the rest of the road by the white double solid painted lines, but I think that is probably clear enough now.

I will take a closer look at this area when I have the opportunity to get a better idea what this place is used for. There may be an entrance into a side corridor from the main customer passage through the mall's building to reach these toilets, so the entrance to the corridor is probably going to be near those stores.
