It was originally marked as that, but 11 years ago someone changed from bicycle=designated to bicycle=no without leaving any note about why. It looks like a segregated foot- and cycleway on aerial images, and there are segregated foot- and cycleway on both ends of this segment, with clear bicycle symbols painted on the ground.
