There might a different tag for what it is labeled as. But in either case, level=0 would be the ground where the ppanes are, and level=1 would be the terminal, unless there is another level between them. The confusion is that it is not made clear on editors like iD or StreetComplete on the fact that level=0 is ground. I brough this up with SC on their GIT, but it was shot down immediately as not being needed. I stand by my statement that it very much needs clarification. | |
