So presumably the indoor section of Old Town Street should be marked as access=customers. It presumably cannot be a Right of Way as the the centre is closed overnight. |

The other (larger) gap appears to be a break in the fence. I've just added this as a footway to the map. Feel free to change if you think I'm mistaken.
