I can give perfect example why it depends: https://www.openstreetmap.org/node/10841359118 The Keskväljaku street around this memorial are indeed marked as a roundabout because the traffic signs are there telling that its a round about. Passed there numerous times. From that example, these paths may also be a roundabout depending on the traffic signs there.

It was not new, it was at different places crumbled down to the point anyone could pass through on foot. While the area is private, it was possible to pass the concrete fence/wall. However, the passage was nothing like a gate, you still had to climb over a bit since the entrance was not gate-like passage specifically made for that.

Thanks to https://openingh.openstreetmap.de/evaluation_tool/ I was able to come up with nice and simple "conditional" for this parking restriction - opening_hours=Mo-Su 24/7; Oct-Mar Th 00:00-10:00; 14:00-24:00. It is open 24/7 except during October till March period on thursdays between 10:00-14:00. This might be the simpliest option for this particular case for all other parking lots too which were marked with sign to be clear of vehicles during cold time of the year on thursdays. But besides usual mapping, a building and a storage tank, should this kind of new feature be more specified with details of what it actually is besides using description tag?

The current change may well be incorrectly made in regards to embedded ramp depending on how the ramp path actually runs after the entrance.

These paths are shared usage aka public path from Näköalatasanne toward two crosses and from there onward which just happen to lead to the radio tower and its service building. Being there on the top I could argue here that the path itself is pretty much public path. However, the path is definetly not >=2m wide and is just a one rocky path that just has been used so much that it resembles a path by basically working the ground in into a path. By the way, would you happen to know why there are two crosses on this mountain half way to the top? Just two crosses, made from metal bars, inserted between rock, without any signs or anything.

There is a way to map power pole and speficy if it has a street light on it aka power pole and street light combination but that is a lot of work for full city of Haapsalu to get through. I have no doubt that some street lights have a power lines running on them but that is increasingly less and less of an occurence due to each renovation of some street during which power lines are moved from overhead lines to underground lines.

So here and there I stoped, made note where paths were cycle and foot path. Later on when back at home, reviewed old notes, checked the history of elements mentioned in the note and if it appeared that the note was made while the things mentioned in the note already existed, then I simply closed the note as the note was outdated to begin with. You have found one of such notes :)

I'm not completely sure if this has an effect on OsmAnd routing though… Same might be the case for the ramp (I suspect), currently the bike path connects with the stairs.

From that I deduce that it is a foot path. However, it is wide enough and accessible enough as well as there is no other way close by that is easily accessible to cross the railway that the tunnel essentially becomes "cycle & foot path". I would leave it as highway=footway and access tags would leave foot=yes, bicycle=designated. That should solve the issue for routers. Initially there was not access tag for bicycles at all which affected the routers.

Most of the English version of the OSM wiki still comes from the early days of OSM and contains UK-specific language – but not all legislations have a concept of "right of way". I usually read bicycle=designated as "it is made explicit (e.g. by a sign) that bicycles are allowed to ride here" and bicycle=yes as "it is usual for bicycles to ride here, there is no explicit permission, but it is also not forbidden". For example, in Germany where I'm from we often have signs which require bicycles to use a bike path (the bike path would then be tagged bicycles=designated), but if no such sign exists, it is also perfectly legal for bikes to ride on the street, even if there is something that might resemble a bike path (both the path and the street will then have bicycle=yes). The "designated" access therefore denotes a "stronger" access requirement than "yes". It also helps foreign OSM mappers to better understand the situation on the ground and cross-check data. For certain highway=* types, OSM data consumers also imply certain access values, for example highway=cycleway is usually implied to have bicycle=designated; same for highway=footway and foot=designated. They might then use these ways preferably, e.g. use the footway when calculating a route for pedestrians, instead of using a road parallel to the footway.

Since map claims that there can be camped, added camping grounds there. Also a fire pit. Area could be updated a little to prehaps also add alt_names. This stop is only used by busses that serve between Rakke-Pikevere. Busses that serve between Rakke-Koeru or Pikevere-Koeru use the stops inside Puhmu proper. I'm not sure if the stops in the village have shelter but I know these ones outside the village do not

Unfortunatelly, from this side, where is this note, there is a gate disallowing anyone to go through. There is small path around it and it looks like locals or prehaps other travelers went through anyway. On the other end of this path, the cycle road nr 18, is also a sign claiming of dead end. No gate there, however lots of signs disallowing trespassing on private area. It appears locals on their own trying to close this road off even despite it being part of public cycle road nr 18. I have added a gate here with access=permit, however, this road requires more modifications or a better approach of how to handle this situation here.

Upon checking more of the videos regarding that segregated separate cycle and footh path, between Tõnismägi bus stop and Kaarli/Tõnismägi road cross, the cycle path again combines to Kaarli pst for just a bit. After Tõnismägi it separates again up until Roosikrantsi. That small part is separated with curb but was not able to see if its high curb or some low curb. Either way, the cycle path should be then starting from Endla vehicle path or just after Kaarli/Tõnismägi path crossing due to that small piece of cycle path that is going back to Kaarli pst side right after Tõnismägi bus stop?
