If I understand/remember the situation correctly, the tagging of -1 on the subway station mezzanine makes sense since it's the first thing underground there. The tagging of -2 on the entrance from railway station makes sense because Great Hall is the level=0 and entrance to subway is two levels below. If you make the subway mezzanine level=-2, the disjointed navigation experience would instead happen when going from street (level=0) to subway mezzanine takes only one staircase. The platform level is seen by users to be on the same level as the the lower level of the rest of Union station (it's not) and the gap level is (IMO) not really that big of a deal? FWIW I usually use JOSM's level selector in those cases, which AFAICT works similarly. If you change the TTC concourse to level=-2, equally you'll have the problem of PATH entrances from RBC Plaza and Brookfield Place (both level=-1) suddenly connecting to a level=-2 for the TTC concourse? And RBC Plaza's level=-2 then being shown as same level as the TTC concourse which connects to RBC Plaza's level=-1... I guess I don't mind the more accurate connection being the train station and the less accurate connection being the PATH, but I really do think overall this is just fiddling with a problem that's fundamentally unsolved in OSM. Maybe someday we'll get data on elevation-above-sea-level for walkways and stairs or something and we can do actually accurate 3D. | |

One option is to go back to having one building=apartments for the whole complex and tag individual entrance doors (entrance=yes) and the address (addr:housenumber + addr:unit) on those doors.
