So che è una nota del passato, comunque credo si riferisse a un periodo in cui avevano chiuso la 3 del tutto perchè stavano ancora sistemando il margine dello svincolo, perchè c'era stato uno smottamento un annetto fa, oppure quando stavano ammodernando alcuni pezzi dello svincolo (tipo i cavalcavia). Attualmente è aperto, così mi risulta. In ogni caso, giusto a titolo di "cultura generale" tutti gli svincoli, e anche interi pezzi di tangenziale, vengono chiusi a rotazione per lavori di svariato tipo, così come in autostrada. Quindi può capitare che risultino chiusi dal vivo, ma non su OSM. Se ci sono lavori importanti e lunghi, sicuramente verrebbero modificate le way in OSM, proprio come è accaduto all'uscita 6 direzione San Lazzaro - A14 (Dir. Bari-Taranto). se ci fossero dubbi chiedi pure, di sicuro qualcuno saprà soddisfare le curiosità
