I think the householder is incorrect from an addressing viewpoint: the NSUL postcode layer only shows one postcode here (LS13 3JE - the Nora Place postcode) and a search for "19 Nora Terrace" Leeds returns no results. I've added Nora Place housenumbers, street and postcode to the buildings. Based on the sign in the photograph I've added an entrance node with number and street but no postcode. If other houses on this side of Nora Terrace display an odd number in this sequence I'd suggest doing the same.

A simple split rectangle template copied across all the buildings is needed to number all the houses correctly. I will do it myself when I have time, but if not you're welcome to do the following. Make 2 rectangles with the area tool that split evenly across the roof, joined together on the common wall. Shift click both rectangles and fill in the street information while leaving the house number blank. While both rectangles are selected, press Q on your keyboard to square the template and right click near one of the outer corners of the selected areas, and then paste the template on the next house facing the same direction, on the same corner of the roof. (use undo and repeatedly paste until correctly over the roof structure) Click the rectangles individually and enter the house numbers.

I'm personally not sure I agree with this or if it is even in the scope of OSM (because of this decision the cycle path is missing useful information), but am not currently prepared to take action.

For starters, the only expected values for it are "lane", "opposite_lane" and "opposite", not "designated", that's an access value, and there is no wiki entry on what's supposed to be mean (not to mention that "busway" and variations have been deprecated for quite a while, the tagging should be changed to "bus:lanes=").
