I was going to revert the area of the park, however, I went to check the City's community plan, and does looks like the boundary is extended in their 'Metrotown Downtown' plan for land use. The way is also already tagged as permissive, and visually it appears vehicles are occasionally allowed (I presume the bollards can go down for emergency/construction vehicles).
