I think they should just be tagged winter_road, but should definitely not be tag as paths or tracks | ||

In this case (and many others) the ditch is used and there is no trail except in winter. I came across one instance of someone stating to use "highway=path + seasonal=winter + snowmobile=yes/designated". But I have never found anything very definitive.
