In the City of Beaumont GIS data the northernmost point of North 13th Street is the intersection with Toccoa, but there's a bit more that's not part of any property parcels, so I included that part as well. Fixed naming for the parts that actually belong to the street and retagged the rest as service in changeset #173864234.
