If you'd rather start/reopen a thread at https://community.openstreetmap.org that's fine with me but this topic's been discussed plenty over the years. 1st paragraph="Notes is a core feature of the OpenStreetMap.org website. It enables you to add a comment on the map to assist others in mapping/editing OpenStreetMap. Other users can respond to your notes, for example to ask for additional details if necessary." This doesn't say anything about displaying information. Obviously the wording's different, but as I read it the spirit's similar to my interpretation -- notes are a feature to assist mappers by marking a local data issue that needs resolution. If you're looking for some wiki text that discourages these "survey-this-thing" style notes, there's https://wiki.openstreetmap.org/wiki/Notes/Common_errors#Creating_many_notes_about_missing_data which was added last year in response to notes whose scope and wording made them difficult to resolve, like https://osm.org/note/4747375. Imo notes like this one (4528427) do not have the same problem -- it will be easy to close this note as soon as the retail space in this new building gets a tenant or a signed address. (Of course I'd rather include all of the correct address info when adding a new building, but very often the construction is complete before the addresses are available.)

So just select that there are no markings. In this case the "road" seems to be just a driveway. The driveway crosses the sidewalk and the curb is lowered towards the road. The driveway seems to be going into a garage or something like that.
