Regarding your question, for paths that may be flooded by water when it rains you could user flood_prone=yes (see https://wiki.openstreetmap.org/wiki/Tag:flood_prone%3Dyes); for paths that could be blocked by vegetation in certain months of the year you could use obstacle=vegetation + obstacle:conditional=no @ month1-month2 (see https://wiki.openstreetmap.org/wiki/Key:obstacle#Temporary_obstacle for more info) but I wouldn't use it if the period is unknown.
