Honestly this question is just way too technical to be made available to gamified mapping apps. I don't know where to begin complaining.

Aside from the technicality, @HenryEK notice the remarks are saying that perhaps the entire staircase is closed/demolished. Contextually this makes sense because we know there are / will be some construction works to improve Po Shek Wu Road. We should proceed by checking whether this staircase really is gone.

my weekly commute passes through, i can check within a few days the surrounding area has construction barriers for a while and po shek wu has had the central dividing barrier replaced iirc, the barriers obscure the staircase so it will probably be hard to check, but i am just going off what i vaguely remember i dont think the staircase has been demolished but rather just closed and will reopen some time later. i can find if they have an info sign with the planned completion date too

Checking whether the staircase is open to the public is a valid todo. Can be tagged with `access=private` if not.

I would do "access=no" if the staircase is closed due to the ongoing construction works.

staircase and subway seem to be blocked off with metal panels

If it is simply closed, then it should be `access=private` because construction workers can still use it. If it is being actively demolished and reconstructed then just make it `highway=construction` and let data consumers imply the rest.

The access tag topic (pending) is leaking. I will just no-explain re-recommend "access=no" and finish. The explain part is pending at Discord.

i havent paid much attention but the surrounding is mostly unchanged so id assume that applies to the staircase too
