Whether to rout along a path like that is a subjective decision to be made by the engine or its user, not something to force by laying about what's there in the database. As you said, people with mobility issues are a concern, but each of them has different issues that may or may not allow them to use a particular route. If we lie about what's there to force a route one user wants rather than helping them fix their routing profile, we are taking away the ability of some other user to make informed routing decisions.
