Portland Bureau of Environmental Services seems the most likely entity to have mappable information on culverts under NW Saint Helens Rd. This and pretty much all other creeks draining from Forest Park are piped out to the river and the outlets are generally submerged.

this follows the USGS topo layer/ 1:1 and likely does not follow except into the low place here.

if you switch over to USGS 3D, you can see the ground under the foliage. from that it looks like it has gone right (east) but right now it looks like it follows the bottom of the hill left (west). make your own assessment. -Nat

That's Doane Lake, which is what remains of the wetlands that used to cover most of the west bank of the Willamette. I don't believe Doane Lake has an outlet except to groundwater, but there might be an old pipe in there somewhere.
