If this building is being described as being in Gowanus, that's not due to any kind of "neighborhood/place data" within OSM. - NYC does not publish official neighborhood boundaries, but it does have Neighborhood Tabulation Areas (NTAs) which cover one or more neighborhoods for statistical analysis purposes. This building is definitely within the Carroll Gardens-Cobble Hill-Gowanus-Red Hook NTA (https://boundaries.beta.nyc/?map=nta&dist=Carroll+Gardens-Cobble+Hill-Gowanus-Red+Hook) not the Park Slope NTA (https://boundaries.beta.nyc/?map=nta&dist=Park+Slope). - Speaking as a local, 4th Avenue is the traditional boundary between Park Slope and Gowanus. Changing to highway=construction is actually more ambiguous in this regard -- some routers have been known to permit bike and foot traffic by default for all values of highway= shy of motorway. And that's not necessarily crazy, especially in places where sidewalks are not mapped as separate ways -- often a highway that's eg being repaved will still permit bike and/or pedestrian traffic.
