This intersection has issues. I think the layer tag on the track track should be removed. But when I tried to use it, iD reported the track track was part of a relation that wasn't fully downloaded. Plus, a rail crossing probably should be added here.

I think the tracks and footways under the building should be made into tunnels. Then break the building up into 3 segments. The center one (where the plaza is) would be moved into layer 2.

I mentioned the tunnel as iD gets upset when a road, track, or footway goes through a building without a tunnel. Actually though, the opening in the building would be very similar to a tunnel in many regards. https://www.openstreetmap.org/way/239404870 shows a "road bridge" that's very tunnel like in nature, but bridge like in structure. In a way, every bridge could be thought of for mapping purposes as an extremely short for whatever is underneath, but wide down there.

iD's solution isnt always correct or great. But it is right with his issue of traversing a building with a street/tram... you will see, as soon as the building is changed to above ground level, iD won't complain anymore.

it is often debatable if something is a bridge going over, or a tunnel going under. in thus case i'd suggest to interpret the building as the 'bridge part' thus the street can be normal. as it doesnt change in width, unsignificant in height and stays on floor level, i think we should use this approach.

Changed it accordingly. https://www.openstreetmap.org/changeset/160443960 The whole building was already on layer 1 (iD didn't complain). But I splitted it and the "side" parts are now on layer 0.
