Not sure if it is free. I'm used to seeing these in tourist locations, which this isn't. It has ads on the sides, like they have at bus stops.

The only thing I would add is the building tag as it is mentioned in the wiki (osm.wiki/Tag:amenity%3Dtoilets). Since it a dedicated building and all. :-)
