Grand re-opening was 25-10-19 https://bouldercolorado.gov/projects/sawhill-ponds-trailhead-project revamped trailhead, parking area, connecting paths need more work.

unlike most other recent construction projects I tend to see locally, pleased to see fairly recent sat images available - Esri World. It would be cool if you could select a construction area and request recent sat images to help document changes, perhaps in conjunction with GPS track, DIY ground truth images.

That would be cool. However, the imagery you are looking at was nearly certainly shot by aircraft, which limits the update time on sources such as ESRI and Bing. True satellite imagery, available commercially, is limited in resolution to about a foot (e.g. Worldview-3), so if you are seeing details such as parking lot stripes on the internet, that's not from space.

Made some improvements based on the new imagery. I've always thought it would be an interesting feature to allow people to "bid" on the next location to be imaged, and if enough people bid on it, they bump it up in priority. Big companies can of course just pay for a new flight, but something like that would let a lot of little guys participate. Practically speaking though, flying your own drone and contributing to openaerialmap would probably be the fastest. I've been out of the drone game for about 5 years and I'm sure things have come a long way.

ideally, on completion, CDOT / state GIS team would upload as-built GIS data of ways, points, as well as street-level images - Mapillary, Mapilio, KartaView, Panoramax

ways are off by 15-20 feet relative to both Mapbox and Esri World sat images. I give up trying to add street furniture relative on top of seemingly flaky ways (:-(

upon further consideration, I looked at Mapillary Google and iPhone tracks and they're much closer, if not right on, sat image ways

Do you know if it is marked or unmarked?

Mapillary imagery taken by note author shows a marked crossing. Tagged as marked

Made a few tweaks, and I think it correctly matches the new situation there, it is indeed marked (I've ridden by, and been on the new trail).
