If you drive west along South Marketgait and just follow the road without indicating, you find yourself on South commercial street. If you want to go over the Tay Road Bridge, you need to indicate right and take the slip road up to the bridge. Satnavs using this map have it the other way round... They think that 'keep on the current road' takes you on to the bridge, but it doesn't, you need to turn off to the right for the bridge.

So any interpretation is down to the Satnavs rather than OSM. The situation is unusual, in that if you follow the "straight on" course, you end up coming off the A92 and on to the lower-classified A991. I guess that's why satnavs are assuming Tay Bridge Road (the continuation of the A92) is "straight on". I don't know if there's any standard way in OSM to specify which road is the through route. But perhaps someone might know. Or could could try asking in the OSM Community Forum at https://community.openstreetmap.org/ .
