I suspect that the highway=steps tag got accidentally removed from https://www.openstreetmap.org/way/687378500/history . I've re-added it - hope that is OK

♦5,136		 Hi, I've removed the 2 highways, Way: 1392695104 and Way: 1394219759 because they duplicated existing highways. I've made changes to the bridge Way: 303336532 to better reflect it withe the route.

I've removed the fixme tag on Node: 3076907462.
